If I get early saver and then can get the same cabin at a better price due to upgrades (past guest special), can I get that discount. Such as right now I can get a particular cabin I want at a better rate from past guest special due to getting a 3 category upgrade, but I'd like to do early saver because I can see the rate for this cabin coming down. I'm also military, so the rate could come down that way.
Also, if the rate comes down and I ask for the credit, can they change my room? If I book a room between lifeboats I don't want to get moved to directly behind the lifeboat.

Basically, if the rate comes down on the cabin you have due to a special, whether it be a past guest rate, senior rate, military discount, etc, there is a form that has to be filled out and sent in to request the rate be adjusted.
If you want to move up to another cabin, then your agent can take care of this, also.
But once you are assigned a cabin, if the price goes down on that cabin and you request the lower price, they are not going to take you out of that cabin. Doesn't work that way.

Does this include upgrades due to Past Guest tickets?
Lets say I have a 4K booked under Early Saver for $500. A couple weeks later as a Past Guest I could book a 4E for $450 and get upgraded to a 4K. Am I able to get a OBC or money or whatever for the $50?

You get a credit back to your credit card if you have not paid for the whole cruise yet. Check and check often on Carnival.com. If you have paid for the cruise you get a OBC. You can asked for the same category room in a better location. But do it fast while they are still available.

You don't get a credit back to your credit card if you've not paid for the whole cruise yet - they simply lower the rate so you'll pay less when you make your final payment.
As for after final payment has been made, then yes, you can either get an onboard credit or you can use the money to upgrade to a better cabin. But that cabin can be anything you want - you are not limited to the same type of cabin. You can use the difference to upgrade from an inside to an oceanview, a balcony, or a suite if you want. It's your choice to make.
